All who file an OGE Form 278e or an OGE Form 450 may fulfill mandatory annual ethics training requirements either in-person or on-line. Filers must complete this training by COB 30 November 2024
In-Person
In-person annual ethics training will be presented on the following dates, locations, and times. Note that the July-September classes will take place in the Pentagon Conference Center, Rooms B7 and B8, since the Pentagon Auditorium is under renovation during that time period.

Attendance at any of these training sessions will satisfy the requirement for Annual Ethics Training.
The Army Office of General Counsel also offers initial ethics training to new employees via Teams from 1330 to 1430 on the Tuesday at the beginning of each pay period (on Wednesday if the Monday at the beginning of the pay period is a federal holiday). Filers may take this training for annual ethics training credit as well. Online Training
The Army Office of General Counsel's Online Annual Ethics Training is now a course on the Army Learning Management System (ALMS) entitled "Army Office of General Counsel Annual Ethics Training". Filers must pass a test at the end of the course to receive a Certificate of Completion. Army Secretariat financial disclosure report filers should email this certificate to the Army OGC E&F Mailbox Army OGC E&F Mailbox. All others should consult their servicing ethics office regarding annual ethics training credit.
THE ARMY SECRETARIAT WILL NOT FORWARD, and WILL DISCARD, ANY CERTIFICATE OF COMPLETION EMAILED TO THE ARMY OFFICE OF GENERAL COUNSEL ETHICS AND FISCAL EMAIL INBOX IF THE FILER IS NOT AN ARMY SECRETARIAT FINANCIAL DISCLOSURE REPORT FILER.
To access the Army OGC Secretariat Filer Annual Ethics Training, please go to ATIS Portal.
1. Click on the "ATIS Learning" block on the screen.
2. Click on the CATALOG tab near the top.
3. Type or paste "Army Office of General Counsel Annual Ethis Training" in the search block near the top.
4. Click on the "view more" block under the "Army Office of General Counsel" heading.
5. You will then watch the video, review a slide show, and take a quiz. When viewing the Secretary of the Army ethics video as part of this training, note that there is a 30 second delay before the video starts, and the video lasts for an additional 15 seconds after the Secretary finishes speaking.
Once you have successfully completed the course test with a grade of 80% or better, your completion certification will appear on your ALMS Learner View My Certificates screen. If you are an Army Secretariat Financial Disclosure filer, send this certificate to the Army OGC E&F Mailbox Army OGC E&F Mailbox. If you are not an Army Secretariat Financial Disclosure filer, check with your ethics program manager. Army OGC will not forward certificates from non-Secretariat filers to the respective unit.
