The Army began developing FDM in late 2003 and expanded to Army-wide use for OGE 278 Filers in 2005. In 2008, the Army made FDM 450 available for Army-wide use. In 2009 the Deputy Secretary of Defense designated the Army as Executive Agent for Department of Defense use. Defense agencies are now migrating to FDM use. In 2012 over 115,000 FDM OGE 450 Filers eFiled FDM e450s, an OGE-approved alternative OGE Form 450. That was the fourth consecutive year more than 40,000 Filers eFiled in FDM 450. (Updated April 2013)
