  • How do I register?
    All FDM users are added to the system and assigned a role before access is allowed. Contact your local legal advisor/Ethics Counselor for assistance. They will ensure you are properly registered in FDM.
  • I forgot my password?
    FDM does not store passwords. Please contact your local tech support to reset your password. Click here for a listing of Agency Contact Support.
  • I am having problems accessing FDM?
    First, determine if the minimum system requirements for using FDM have been met. Even if you have all of the minimum system requirements, clearing your web browser cache or temporary internet files can resolve some of the issues you may encounter with FDM and ensures that anyone who uses the same computer and browser after you (particularly on public computers) will not see your private information.

    Follow these steps to clear the cache.

    1. Select Tools | Internet Options.
    2. Click Delete button in the Browsing history section.
    3. Select the General tab and click the Settings button.
    4. BE SURE "EVERY TIME I VISIT THE WEBPAGE" IS SELECTED.
    5. Go to the Privacy tab in the Popup Blocker Section and click Settings
    6. Enter Address of website to allow: *.fdm.army.mil
    7. Click Add and Close
    8. Select the Content tab and click Clear SSL State button.
    9. Click OK button at bottom of window
    10. Close out of ALL IE browsers windows.
    11. Open a brand new browser and go to https://www.fdm.army.mil and click LOGIN.

  • Why do I get an Access Denied message when logging in?
    If you receive the Access Denied message, it may mean that you are not registered in FDM. Please contact your local legal office, ethics counsel or FDM POC (the person telling you to use FDM) and they should be able to register you.
  • Can FDM be accessed from home?
    If registered, you can access FDM from any computer. Go to https://www.fdm.army.mil.
  • I'm having trouble logging in with my CAC/PIV?
    After 3 unsuccessful attempts of entering your PIN, FDM will lock you out for 30 Minutes. You must wait at least 30 minutes before trying access FDM again. Be sure to try this if access with your CAC/PIV is not working:

    In Internet Explorer (IE) delete your temp files and cookies and clear your SSL State:

    1. Select Tools | Internet Options.
    2. Click the Delete button in the Browsing history section.
    3. Click Delete again on the Delete Browsing history window.
    4. Next, select the Content tab.
    5. Click the Clear SSL State button.
    6. Close out of ALL IE browsers windows.
    7. Open a new Internet Explorer window and type https://www.fdm.army.mil in the address bar.
    8. Click the login button.
  • When should a report be submitted?
    OGE 450 New Entrant – Within 30 days of taking over/assuming the "covered position". The date of appointment is the date you began working in the OGE 450 covered position, not the date you began working for the Federal Government.
    OGE 450 Annual – February 15 is the filing deadline for submitting Annual OGE 450 reports.

    OGE 278 New Entrant – within 30 days of taking over/assuming a public filer position.
    OGE Incumbent – May 15 is the filing deadline for submitting Incumbent OGE 278 reports.
  • My supervisor is incorrect, how do I change this?
    Filers cannot change their own supervisor.
    1. GO to the Contact Info page, and then click on the 450 Certifier or POC e-mail link
    2. FDM opens Outlook with default message for filer to include the appropriate supervisor name and then send to POC and Certifier asking them to update filer's supervisor.
  • I got an application error, what do I do?
    Application errors usually occur when:
    • A user quickly clicked more than one choice before another was set (FDM refresh).
    • Double-clicking.
    • Using the browser back button instead of FDM navigation tools (e.g., Continue or clicking a Tab).

    Please try the following:
    1. Select Tools |Internet Options.
    2. Click Delete button in the Browsing history section.
    3. Select the Content tab and click Clear SSL State button.
    4. Click OK button at bottom of window.
    5. Close out of ALL IE browsers windows.
    6. Open a brand new browser and go to https://www.fdm.army.mil and click LOGIN.
  • I moved a filer but the Filer's reports is still with the OLD org Unit supervisor. How do I align them?
    Please note:
    • Filer reports cannot be moved when the report was assigned outside of your "span of control" in FDM.
    • Filer reports cannot be moved across agencies.
    • Many Filers start their Annual reports before they are moved to their new org unit in FDM. When the POC eventually moves/adds the Filer to their new org unit, the POC cannot select to move the currently started report because they usually do not have control over the report. As a result, the supervisor cannot see the report for their Filers because the Filer's report was still with the old org unit.
      If possible:
      1. Move the Filer back to old org unit.
      2. Unassign the report.
      3. Move the Filer to the new org unit.
      4. Now assign the appropriate report.
  • I cannot locate my Filer's reports to review. Where are my Filer's reports?
    Usually when this occurs, the report you need to review is on the Manage Exceptions list. Only 450 certifiers, SLCs and DAEOs can see the Manage Exceptions List.

    Another reason why the reviewer cannot see reports is that the Worklist can sometimes take up to 8 hours to refresh. Therefore, a Filer can submit a report at 9AM but it may not display on the Reviewers Worklist until 5PM for them to review.

  • Who can access a Filer's report?
    In FDM, the following roles can access a Filer's Report:
    • The filer and any assistant the filer approves.
    • The filer's supervisor. (For non-DoD users the Supervisor is a designated intermediary reviewer.)
    • The supervisor's SLC and the ethics counselor(s) that support that SLC.
    • The supervisor's SLC and the ethics counselor(s) that support that SLC.
    • The DAEO and any ethics counselor(s) that support the DAEO
  • What if nothing has changed since my last filing?
    FDM simplifies the maintenance of financial disclosure reports by allowing you to carry over any previously entered financial disclosure reporting information when creating new reports. This is done by selecting a previous report to prepopulate into your current report.
  • I have questions about what information to include on my report?
    Contact your Ethics Counselor or Supervisor. If you are not sure who that is, login to FDM and go on the My Info | My Profile tab. Click on the Org Unit shown to see who FDM has designated your Supervisor and Ethics Counselor (450 Certifier for OGE 450 Filers; SLC role for 278 Filers). Click on the name to view the email address of that user.
  • How is the information I report used?
    The purpose of this report is to assist employees and their agencies in avoiding conflicts between official duties.
